Tuesdays with Benefits: HSAs and FSAs

HSA, Healthcare FSA, and Dependent Care FSA: Making the Most of Your Tax-Advantaged Benefits

When it comes to saving money on healthcare and family care expenses, few employee benefits are as valuable as an Health Savings Account (HSA) or Flexible Spending Accounts. These accounts allow you to set aside pre-tax dollars to pay for eligible expenses, reducing your taxable income and helping your paycheck go further.

HSA + HDHP: A Powerful Combination

A Health Savings Account (HSA) is available only to individuals enrolled in a qualified High-Deductible Health Plan (HDHP). While HDHPs typically have lower payroll deductions and higher deductibles, pairing them with an HSA can create significant financial advantages.

An HSA offers a unique triple tax advantage:

  • Contributions are made on a pre-tax basis or are tax-deductible.
  • Earnings and investments grow tax-free.
  • Withdrawals for qualified medical expenses are tax-free.

Unlike other benefit accounts, HSA funds never expire. Unused balances roll over from year to year and remain yours even if you change employers or retire.

HSA Investment Opportunities

HSA participants can invest funds in mutual funds or other investment options. This allows healthcare savings to grow over time, making an HSA one of the few accounts that combines healthcare savings with long-term wealth-building potential. For this reason, many financial professionals view HSAs as a supplemental retirement savings tool, helping individuals prepare for future healthcare costs while benefiting from favorable tax treatment.

Healthcare FSA: Save on Everyday Medical Expenses

A Healthcare Flexible Spending Account (FSA) allows employees to set aside pre-tax dollars to pay for eligible healthcare expenses.  This benefit is available whether you enroll in the 85/60 PPO plan, the MedFlex Plan or waiver medical coverage.

Healthcare FSA funds can typically be used for expenses such as:

  • Doctor office visits
  • Prescription medications
  • Dental care
  • Vision exams and eyewear
  • Qualified over-the-counter healthcare products

Using pre-tax dollars can reduce the overall cost of these expenses and lower taxable income. Unlike an HSA, Healthcare FSAs have a "use it or lose it" rule, so any amount that you do not spend by the end of the plan year is forfeited.

Dependent Care FSA: Savings for Working Families

A Dependent Care FSA is designed to help employees pay for eligible care expenses that allow them (and their spouse, if applicable) to work, look for work, or attend school.

Eligible expenses may include:

  • Daycare and preschool costs
  • Before- and after-school care
  • Summer day camps
  • Adult daycare for an eligible dependent

Contributions are made on a pre-tax basis, helping families reduce their taxable income while paying for necessary care services. For employees with young children or aging parents who require care, a Dependent Care FSA can provide substantial tax savings throughout the year.

Which Account Is Right for You?

HSA - Best for employees enrolled in an HDHP who want:

  • Tax savings today
  • Funds that roll over each year
  • Investment opportunities
  • A long-term healthcare savings strategy

Healthcare FSA - Best for employees who:

  • Anticipate regular medical expenses
  • Want immediate tax savings
  • Prefer predictable annual healthcare budgeting

Dependent Care FSA - Best for employees who:

  • Pay for childcare or adult dependent care
  • Want to reduce taxable income while covering those costs

Remember: You cannot contribute to an HSA and Healthcare FSA simultaneously. However, you can contribute to both an HSA and a Dependent Care FSA if you're enrolled in a qualified High-Deductible Health Plan (HDHP).
